Organizational Structure


CAIXA ECONÔMICA FEDERAL is a financial institution created as a public company, bound to the Ministry of Finance, acting throughout the national territory.

The institution integrates the National Financial System and it assists on the execution of the federal government´s credit policy. Like the other financial institutions, it is subject to the decisions and the ruling order of the competent body and to the inspection of Brazil´s Central Bank.

The CAIXA Administration bodies are:


  1. Administration Counsel: in charge of the general guidance for CAIXA´s businesses, composed of seven counselors appointed by the State Finance Minister for three year mandates, which could be reconducted for an equal period;
  2. Managing Counsel: Collegiate composed of the CAIXA president and nine vice-presidents, appointed by the President of the Republic after indication from the State Finance Minister, having considered the Administration Counsel. The Managing Counsel is in charge of, among other activities, the approval and presentation to the Administration Counsel of the policies, corporate strategies, the general business plan, the long term programs and the decision on the organizational structure of CAIXA;
  3. The Vice-Presidency in charge of the management of third party assets;
  4. The Vice-Presidency in charge of the management and operationalization of funds, programs and services assigned by the federal government;
  5. V. The Executive Administration: composed of the representative of the CAIXA Chairmanship, to whom the collegiate presidency is attributed, and nine directors linked to each of the vice-presidents who compose the Managing Counsel. It is the duty of the Executive Administration, among other attributions, to carry out and order the execution of the deliberations of the Administration Counsel and the decisions of the Managing Counsel.

CAIXA has twelve directors, appointed by the Administration Counsel, where one director is linked to the Vice-Presidency in charge of the management of third party assets; a director is linked to the Vice-Presidency in charge of the management or operationalization of funds, programs and services entrusted by the federal government; a legal director linked to the Chairmanship of CAIXA, who is in charge of the supervision and coordination of the legal activities in general and of the legal representation of CAIXA, as in the Statute; and nine directors linked to each of the vice-presidents who compose the Managing Counsel.

The CAIXA Statute also regulates the Fiscal Counsel, which is composed of five effective members (and substitutes), chosen by the State Minister of Finance. It is the duty of the Fiscal Counsel to carry out the attributions regarding its inspection power, among them: to inspect the actions of the managers, checking the fulfillment of its legal and statutory duties, and to examine the CAIXA´s semiannual and annual financial statements.
